113586/ Public Notice SEPA DETERMINATION OF NONSIGNIFICANCE (DNS) Yelm Middle School Replacement Description of Proposal: Yelm Middle School will be reconstructed on the same 22.3 acre site to provide a new facility and move the students out of portables. The intent is not to add capacity to the new school building; the proposal will replace the existing aging school (which has a current enrollment of 714 students) with a new approximately 100,000 SF building with a capacity for 725 students. The new building will be located on the north side of the existing school property. After completion of the new building, the existing building will be used to temporarily serve students of Southworth Elementary while that school is rebuilt (during the 2021-2022 school year the site will be co-occupied). After completion of the new Southworth Elementary, the existing middle school building will be demolished, and a new track and soccer/football field will be constructed in that space. The completed project will have five driveways; two existing driveways on Edwards Street and three new driveways; one on Solberg Street and two on Coates Avenue. The Solberg Street driveway will provide access for bus circulation and staff parking. The Coates Avenue driveways will provide access to the student pick-up/drop-off loop and visitor parking. The current site has 181 parking stalls. The completed project will include 286 parking spaces. An additional 71 spaces for event parking will be available in the bus parking areas off of Solberg St and Edwards St and in the pick-up/drop-off queuing lane off of Coates. The site will also be enclosed with a chain link fence to provide additional security for the site. The new facilities will utilize low-flow/water efficient facilities; overall water (and sewer) usage within the water basin is anticipated to be less than current usage. Future portables may be provided, however the timing is not known. They are not anticipated to add a need for additional parking or driveways. Any future portables would likely be approximately 5,000 square feet total in size (up to two buildings) and able to house up to 120 students with four additional staff members. Proponent and Lead Agency: Yelm Community Schools Location of Proposal: The proposal is located 404 W Yelm Avenue, Yelm, WA 98597, on tax parcels 22719231200, 22719231201, 75300100000, and 75301000000. The parcels are in Section 19, Township 17, Range 2E. Responsible Official: Brian Wharton, Superintendent, Yelm Community Schools, 107 First Street, Yelm, WA 98597 Conclusions: The Responsible Official for Yelm Community Schools hereby makes the following findings and conclusions based on a review of the environmental checklist and attachments (SEPA Checklist); other information on file with the District; the policies, plans and regulations designated by the Yelm Community Schools as a basis for the exercise of substantive authority under the Washington State Environmental Policy Act (SEPA) pursuant to RCW 43.21C.060 and comments received during the SEPA Notice of Consultation comment period. The responsible official finds this information reasonably sufficient to evaluate the environmental impacts of this proposal. This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the issue date (issue date: February 13, 2020).
