City of Yelm voters may think differently if they were reminded of JW Foster’s record as a council member and as mayor, all reported in your newspaper. Examples include, one: In spring 2014, after voters twice defeated a bond for a community center, Councilor Foster voted to go around voters and use taxpayer money for a community center anyway.
Two: On Dec. 29, 2017, Foster unilaterally signed an agreement for deed in lieu of foreclosure for an L.I.D. involving 640 acres. The Yelm Municipal Code (YMC) authorizes the mayor to expend up to $35,000 in funds without council approval, yet this agreement was in excess of $2 million, going around the city council.
Three: Foster did not place the city administrator on leave nor conduct an internal investigation requested by the city employees’ union after sexual harassment allegations were filed by the union on behalf of several city hall staff!
